This would imply that an admiral would not need to be physically strong, yet they have shown an unbelievable amount of strength. Can Luffy counter that?

Yes, I believe he can; he is a very fast character and can keep up with an admiral, as we have even seen him dodge the pacifist’s light-speed attacks.

The Admirals are beasts when it comes to taking damage, as we saw at Marineford, and each of them can dish out considerable attacks. Luffy would need great endurance to beat an Admiral in a fight, but we have seen him take insane hits from Kaido.
